Overview
​Group Forensic and Investigation Service (GFIS) is the City of Johannesburg’s anti-fraud and corruption department. GFIS has a key mandate to develop an anti-corruption strategic framework and implement programmes in support of the City’s strategic objectives.

About Us

The role of GFIS is to ensure that an effective fraud risk management process is in place to provide operational effectiveness to the City’s prevention, detection, investigation, and response to the risks of fraud, corruption, theft of assets and maladministration.

Vision

We envision a City free of fraud, corruption, theft of CoJ assets, vandalism, maladministration (including UIFWs), illegal connections, breach of security and hijacked properties.
Mission

With speed and high impact; we strive toward preventing, detecting, investigating and resolving crimes committed against the City of Johannesburg through cooperation with other Law Enforcement Agencies.

DEPARTMENTAL STRUCTURE
The Group Forensic and Investigation Service Department consists of six units, namely:

Operations

The Operations unit has the mandate to prevent, detect, investigate, and resolve fraud, corruption, theft of City assets, maladministration and UIFWs within CoJ and its entities. In addition, the unit provides post-investigation support for the resolution of investigation recommendations regarding any disciplinary, criminal and civil action.

Property Hijacking And Compliance

The Property Hijacking and Compliance Investigation unit’s key mandate is to investigate hijacked properties and problem properties within the City of Johannesburg.

This mandate is two-fold: Firstly, to investigate organised criminal activities characterised by fraud and corruption, particularly concerning hijacked properties that contribute to the City’s loss of revenue and are used as a crime haven. Secondly, to investigate the contraventions of the City’s compliance by-laws within problem properties.

Forensic Information Management Centre

The Forensic Information Management Centre (FIMC) is responsible for Case Management, the Cyber Centre and the implementation of Minimum Information Security Standards (MISS).

The key functions of the Case Management sub-unit: Intake and registration of cases, Case and information management and Case records management.

The key functions of the Cyber Centre sub-unit: Digital Forensics, Cyber Crime Forensics, Data Analysis, Profiling and Asset Tracking.

The key function of the Minimum Information Security Standards sub-unit: To protect the employees, assets, property and information of the City of Johannesburg.

Criminal Prosecution And Legal Services

The Criminal Prosecution and Legal Services unit has the mandate to ensure that corrective actions are taken on those who have committed crimes against the City of Johannesburg. This is achieved through monitoring the implementation of forensic outcomes and recommendations. In addition, the unit provides post-investigation support to clients by monitoring criminal cases, court cases and cases related to disciplinary actions or civil recoveries.

Strategic Stakeholder Management

The Strategic Stakeholder Management unit’s key mandate is to develop, monitor, improve and maintain relationships with all relevant stakeholders. This allows the unit to achieve the following:

  • To keep stakeholders informed of the City’s policies, initiatives and plans or projects.
  • To ensure stakeholder participation in the City’s planned activities.
  • To promote a favourable image of the City.
  • To provide relevant and credible information.
  • To create a basic level of understanding of the services provided to stakeholders by the

City and its entities.

  • To create a climate for a trusting relationship between the City and its stakeholders.
  • To provide a communication network for open and transparent communication.

Strategic Management Service

The Strategic Management Service unit has a key mandate to ensure the provision of strategic support, administrative support and transversal business solutions to enable GFIS and its units to effectively and efficiently deliver on their respective mandates as required by the City.
